where do I find the bit that controls what banned users can see?

I've noticed that banned members can still use the contact form.

That's cool, but where is the bit that grants the permission for them to view it?

I'm trying to create a new custom PHP page that only banned users can see, but need to customise the permissions properly.

Nope, it isn't a usergroup option I'm after, I'm trying to find it in the php code.
