vBulletin Project Tools - PT Display attachment size in each issue

Description

With this mod, you can display the 'Maximum Issue Attachment Size' option defined in the vBulletin Options > Project Tools Options.
This value is formatted to display 'KB' or any other value.

I have suggested this when Project Tools was in Private Beta stage, but never did, so... I've decided to do it

This mod is for Project Tools and can be installed only if vBulletin is in version 3.6.6 and Project Tools in version 1.0.0, don't mislead!
