Guests, Not logged in users and members only with ads?

Is there a way so Members and guests can only see the ads the i have? I have two ads. Google and bidvertiser and pop-up ads. I want to have stuff so the usergroups from guests and members can only see the bigvertiser and pop-ups. If they become elite they don't see it anymore but just the google ads. Is there a way to do that?
