Phrases and Templates OH MY!

I have been trying to create custom phrases and templates over the last couple of days with little luck. What I am trying to accomplish may not be solved through the use of either of these methods but I figured I would ask the guru's on the forums to clear it all up.

How do I get this:

$myphraseortemplate

to print out this:

<p>My HTML Here</p>

I tried creating a global phrase through the phrase manager but when I applied it my page nothing displayed.
