Error meassage on tar installs

I figured out my I was getting a white screen while installing tar games.
I needed to add

ini_set("display_errors", true);

to my config.php

Now i'm getting the actual error to show on install.
I have been using tarred games that I have installed fine in the past on other versions so the games are good.

I DO have safe mode off in my PHP.ini

Here's an example.

I see you're running some (local?) windows-server:

'C:\Inetpub\wwwroot\forum/arcade/tmp/bartender.php'

I think the mix of slash and backslash is a problem here... ?

Yes I am Z.. local here at work for the guys that get NO cudos..
I give em all a way to relieve their stress by playing games.

But what is causing that to happen?
What file can I edit to fix the issue?

I'm pro-longing a complete reinstall. Only because my issue is only with the tar install of games.

If you want remote desktop acces, LMK.
The box is just for the board so I'm not worried about screwing anything up
