Im looking to start another forum, i need quality hosting on a shared host. At the moment, maybe around 15-20 US DOLLARS a month would be ideal? Reccomendations?

$20 is a smart budget to start a forum. I'll chime in my signature to offer you a hosting spot as well.

We've been with HostMonster.com and have no complaints. In fact, their tech support/customer service is second to none!
