Pretty simple, i think phpbb have this code... it's a bbcode that is like the "code" bbcode, really all it does is put a box around the text and it says Moderator Message or something at the top (where it usually says "code").

so like [mod]Please don't spam[/mod] would come up with a mod bbcode that displays that like :

Code:

Please don't spam

but only mod's can use it and it says "Moderator message" where it says "Code:".

Also thing's such as boarder colour or background colour could be changeable, not necessary though.
