It can't be done by editing templates because of vb template system limitations. You'll need to alter code so it would parse forumhome_forumbit_* template for that forum separately and assign it to its own variable, then put that variable in forumhome template above forums list.

create the html and add it to the bottom of your navbar template ..

to not have forum displayed within forum index ... set the forum displayorder to 0 (within forum manager)

The Mod Will Allow a forum/category directly above the main forum index

Create an Announcement Category. Then create a forum linking to the thread you want to announce.
