hi basicly my server crashed and i cannot get into the WHM panel to reboot
i hear i can doit via SSH or some sort
im unsure how to doit.can anyone help me a little

If its crashed you won't be able to get in via SSH either. Ask your host to restart it for you.

If its just the HTTP service that is no longer working, then download putty, enter your IP adress to your server and login and issue

service httpd restart

If that doesn't work, simply try

restart

you will have to call your webhost for that... this is not related to vbulletin, so the best thing is simply to call for support at your host...
