On our forum we have a couple of forums where you can only post if you have made X amount of post, but its just a "rule".

Is there a way to make vBulletin check the users post count before it will allow them to post?

Use usergroups and promotions. Promote users at the desired postcount, don't give the starting group posting permision in the forum in question.
