Where can I find this mod?

I saw this on another board and wondering where I can get it?

New Thread In General BusinessDescription:
General forum for business related issues. Includes topics like e-commerce and customer related issues.

I believe General Business is the BEST section for this topic

This must be clicked before each new thread.

Can this be set for individual usergroups with a different message and can it be added to when someone posts a REPLY as well.
