Script for old user settings -> set option "ON" alle users at once

It's what the title say's. I'm looking for a script so that all users will receive a mail or a popup when they receive a pm message.

Now when they register it's on by default, but I was to late for put it on default for the most of my users... Is there a way to do this quickly?

You are not authorized to execute SQL queries

I have administrator rights how do I fix this?
