Custom Header Plugin for VB?

I found this in another thread, but sadly that thread did not say how they got the menu done.

Can anyone come up with a quick plugin, or point me to one that can program this type of header into VB and generate automatically?

The Menu Items(Home, about, etc) and everything above it is what I'm looking to duplicate and incorporate into my VB and VBAdvanced page.

Any ideas?
