Threads on index

I am not even sure how to begin this, but is it possible to have the recent threads on the index page of a site without having vbadvanced or the forum there. Just a php page and then adding a block in the center that houses x number of recent threads with a layout similar to vbadvanced or vbulletin listing of threads?
