I wanna make my forum so only 1 person per IP can sign up! How do I do that?

I really don't think you are able to do that. The thing is for example people who are on isp's like aol and the other's that are dial-up do end up using the same ip at one time or another.

Yea, this is a terrible idea in my opinion. Tons of people still use AOL and other dialups. You are going to kill your user count if you do this.
