I know you can't use a license for more than one site,but is it possible to synchronise users between two forums?

ie. forum1 has X users and is actively growing
forum2 has only 1 or 2 users

If I could make all members of forum1 members of forum2 they could move between the two sites easily

Any thoughts or am I completely mad?

The user data is mainly in one table

Modify forum2's core files to grab userdata from forum's user table.
