Cannot Update /arcade/tar/gamedata/index.html

When applying 2.6.1 upgrade on 3.6.4, I am unable to overwrite the old /arcade/tar/gamedata/index.html with the new one. Says I do not have permissions.

Changed chmods to 0777, but same result.

Rest of upgrade went smoothly and arcade seems to be running smoothly, so far.

Can anyone tell me how I can overwrite the old file? Should I attempt to delete, then upload new one in its place?

As always any suggestions or input is appreciated.
