Is It Possible...

Hello,

I was wondering whether or not it is possible or if it currently exists:

What I want is a pop up box which will only pop up to a certain, specified (or more than 1) usergroup per log in / session. I mean I don't want them getting annoyed at it happening every time they visit the forum's index!
I also want them to be able to close the pop up box, and for admins to add text into the box. Like buy vip or whatever.

Is it possible?
