Add a image above and below of block

Hi,

I am new in here .I am working in vbulletine screening but I am facing some problem when I want to add atop and below image for all section.For adding this I am changing in every template and add that image as a html there.I don't think this is the correctway to do that.
can any body help me in this section that I can add top and below image in one shot.

It will save some valueable time.

screenshot is also uploaded.There i only add a to image.
