Is it possible (or is there a mod available) to not let anyone create a new thread in a forum unless they have posted X times in that forum?

I think you can do a usergroup based off of posts and only allow people that are of that usergroup to post in that forum.

I don't think you need to hack vB to do this.

Relevant options are usergroups and forum options
