how do i make a particular category locked for posting for users below 25 post ?

I saw this on a forum ....i wouldnt want to mention the name
he has a category ...in which only users with 25 posts or above can post in..and no leechers can post in that particular category...how do i add this feature in my vbulletin ?

can anyone help me here??.....i am a nooob
