[BUG] - secondary permissions

Just upgraded to 2.5.9+. All works well except...[s]if you're a member of multiple secondary usergroups, and one of those cannot see/play games in a category, that permission overrides all. For example:

There are three total categories. User A is a primary member of Verified Users who can see and play the arcade, but only the default cat. He adds two secondary usergroups, Usergroups 1 and 2. Group 1 allows access to all categories, while 2 only allows access to 2 categories total. Result: User A can only see and play out of the 2 categories, due to Group 2.

This shouldn't happen. The highest access should win in vBulletin.

Edit: also, the group permissions setting 'Can Create Tournaments' seems to check the primary usergroup, rather than any secondary access.
