Can we duplicate the "DIGG IT!" interface in vB/PHP?

I really like the ability to vote on a particular issue. This ahs been applied well at ideas.salesforce.com, through a product produced by CrispyIdeas.

Also, the GARS package approaches this functionality to limited degree but isn;t quite there. Does anyone know if such a mod exists, or if it would be hard to create one?

I am willing to pay to get this functionality up and running on my forum.
