Forms outside of admincp

But what if you are trying to create forums outside the admincp? Is there a tutorial for this? Can I use the functions inside of the admin functions file for this?

Is see the functions, but they only appear for the admincp side.

What i am trying to do is create a page with a form, and take the inputted data and stuff it into a table.
