where does Vbgarage pick up img code and bbcode settings ?

vB code is On
Smilies are On
[IMG] code is Off
HTML code is Off

Where is this being picked up from ?
I have IMG code on in most places
Looked in vbgarage.php and didnt see an obvious setting

if you look in the template for edit garage, that information is static.. its not pulled from anywhere, and in the php src it just does a general bbcode parse. in otherwords what it says it allows isnt accurate, because its just text in the template rather then fetching the bbcode permissions from vB
