Im'm very new, so I have the site is Gold4rum.net . So now, I would like improve it that have the portal like the screenshot to apply to my forum.

Pls help me to know how to do, where to find to download free & buy it

Look at the Side what Portal they use.

The best Portals for vBulletin are at vbadvanced.com or mkportal.it.

What you posted seems like a NukeCMS not vBulletin compatible.
