can't get plugin installed

First time to try and install a plugin, and I keep getting this message when I try and import the file:

"No file uploaded and no local file found."

I'm browsing for the file on my desktop and then clicking import. Any ideas?

try uploading the file to includes/xml and then using the second box to locate the file by replacing product in that row with the file name of the file you just uploaded.
