Default Quick Reply Feature?
How do you make it leave the quick reply feature enabled all the time not by just clicking the quick reply icon?

In the AdminCP, select "VBulletin Options", then select "Message Posting and Editing Options". The first set of options there is "Quick Reply". Select the middle one, "Yes, Click Not Required."
