Allow users to send group e-mails

Was directed over here from vb.com, not sure if there's a hack already in place for this but I couldn't find one so I thought I'd request one...

I want to make it so that users can send e-mails to usergroups. I know how to send out e-mails like this myself from the Admin CP, I need to make it possible for another set of users to do this (without making them all administrators).
