I know this can be done to forum titles but I was wondering if an admin can change a THREAD title into a link...then I could sticky it.

So you'd want the thread title, if clicked by a moderator/admin to become a sticky?

I would want the thread title, if clicked by anyone with proper permission, to be a link to wherever the moderator/admin set the link destination to be.

Just like we can do for forum titles...

Currently not possible. And i do not beleive i've seen a modification for it
