Close forum at certain time

Hey, I was thinking of this mod that could close and open the forums at a certain time. Like they close at 9:00 PM and they open again at 7:30 AM the next day and you could customize the offline message. If someone could make this I'd greatly appreciate it.
Thanks,
-bfen
