New Header - Table or Div?

I am converting my phpbb to vbulletin and working on the design first before I do the import.

I have a header that has 5 tabs for navigtion and will be fluid across the screen.

Am i better off to use Divs and incorporate everything in css or to use a table?

I can do either or, but not sure how to make the table fluid from edge to edge of teh browser...by just going 100% it is limited to the contraints of vbulletin...

Is imagemap worth looking into for this .. i think that is sort of old school and only used now for stuff like states and such..
