can not download or upload any thing plz help

there are 2 problems. please help
while uploading a file this error is accuring

dbb ip.txt:
Could not create file system directory to hold your attachment.

and second one is while downloading a attachment this error is comming

did you chmod the attachment folder and all folders inside to 777?

yes i did.. please help neede..we have 9000 usrs all of them having problem ...plz help me..
