Is there a mod where a user has to be sponsored by a current member before they can..

Hello,
I was wondering if there was a mod that a new user has to be sponsored by a current member before they can post in all the forums?
Basically I want to set up a playpen to sort out the spammers and other trash that they can post in until a regular user is willing to sponsor them and then they can get access to post on the regular board.

Not a mod, but some forums place all new registered users in a "test group", inside a test forum, and when they participate and create threads, they are moved into a real forum.
