I have over 250 visitors all the time on my board www.globalgoldtalk.com

I am using a vps with 512 RAM Garanteed CPU 417Mhz and the site is running slow.

My data base is about 150mb

The server load is sometimes 20+

I have spoken many times with my hosting provider and can't do anything

Should I upgrade to a dedicated server?

Change to a dedicated server, but VPS should be kinda the same as dedicated server. It all depends on ur host provider VPS

Spend over 4 days now trying to resolve this issue with them. Still nothing...
