Required newthread fields

Hello,

When users make threads in certain forums, I would like to know how I could make a dropdown box, that users must select one choice in order to make the thread. And their choice is then automatically added to their subject title.

So if they wanted to buy something, they would select "Buying" from the dropdown box, and it would automatically add "[Buying]" at the begining of their subject.

Also, in the forum, where is shows all the threads, how can I get it so that the person who started the thread's ICQ is shown next to their name? For example:
