Make admins affected by options

How do I make it so admins are affected by the options? Lets say a normal user wants to change an admin's user title. If they try to, it will say "The user you are trying to do this option to is protected against it!"

I checked the immunity options, they are all 'no'

Protected From Options Usergroups?
Enter the Usergroup ID/IDs that you want to be protected against stuff like Change Others Custom User Title, Change Others Default Avatar, etc.. (Default is 6.)
