PM member upon membergroup change?

I have a severe need for this, and I have no idea why it isn't in place already! When a member changes usergroups, they should be emailed or PM'd. Email would be better, for boards that don't allow PMs.

Can this be done?

Oh yeah, I'm runnin 3.6
