Scrolling Quotes

I thought it might be a cool mod/hack to have a scrolling marquee under the navbar that would take quotes from a .txt file and display them line by line.

This would be a little more subtle than the quote management system.

I have no idea how difficult this mod/hack would be. I just thought a simplistic mod like this would satisfy some admins.
