poll - A Question About Cookies and Preventing Users from voting twice

Visitors who enter the site can delete their cookies and vote again in questionnaires. How can I prevent it? I mean how can I secure one vote for each IP?

I think vBulletin already has option to disable multi-vote on a poll. Check with vBulletin Options in admincp.
