I have some users who like to link to big images in their messages. I notice a slow down when these load which I assume impact my CPU. But does it also cost me bandwidth when these images show?

If the images are linked from the outside, then it's slowing the post load down because the server it's pulling from is having to process, not yours. So you are safe.
