I have an issue with my forums where an email about a new thread is sent out to subscribed users before my moderator has actually approved the new thread for viewing.

Has anyone figured out a way to stop this from happening, what would be ideal is an email sent to the moderator that a new thread has been submitted for their approval, and then upon their approval an email notification about a new thread be sent to the subscribed users.

Any help would be greatly appreciated.

I'd say this is a bug and should be reported to the bug tracker on vbulletin.com.
