PM Read Receipt Request by Default

I've run advanced search here and at the vBulletin.com manual and haven't quite found an answer to this question:

Is it possible for Admin to set every user's PM's by default to request a read receipt? If so how/where do I do this, I've looked everywhere in the admincp>vBOptions....
