Force a reason for editing / show who made edit and what changed

Ok so I already have the "View 'Edit' History" mod, and thats great...

But it doesn't show me who made the edit!!

Basically i want to "force" people to put a reason in for the edit before they are allowed to submit the change... is it possible?
