Can a hyperlink submit a form?

I have an image with a hotspot, and I want the hotspot to act like a submit button. can it be done?

ie:

HTML Code:

<map name="Map" id="Map">
    <area shape="rect" coords="3,4,58,28" href="submit_my_form" />
  </map>
