Okay, I donno HOW I would set permissions for this but, I want to make it so that members CAN'T see the forum (call it NEWS) on the main page, but they can LINK into it from an outside link somewhere else? I hope that makes sence? Its SUPA important, so please help?

CP -> Modify Forums -> News -> set displayorder to 0

really thats it? if I set 20 forums to display order 0, they just WONT show up?

They will not show if you do that.
