Currently as far as I know, the 'Administrator notes' section on the admin CP home page only displays notes left by an admin to the admin that made them.

I'd like to make that a kind of 'Admin noticeboard', so if I add a note to it, other admins can see it and vice versa. Describing it sounds simple, but is this something someone could try, or already exists? Thanks.

Jeroen did it for 3.0.x, I don't think he released it here though, and of course... I can't ask him anymore

I assume though, that means it is entirely possible and easy for 3.5... well, easy for someone with a clue, which I don't have. Ahem
