Hey, would it be possible to make a EULA-like user agreement form that would pop up (and you would need to agree to) before entering a specific forum?

I don't know of any that popup, but there is this one that requires a one time confirmation.

Require Users to Sign a Contract Before Posting in an Individual Forum

Just a bit of advice with it, it doesn't work too well if you use it on more than one forum, so I would recommend that it is only used on one forum at once.
