Simple.... But how simple ?

it sounds simple but how simple is it....

i want to add a page to my forums UCP. on this page users can upload files with extensions i specify. from this page they can also delete there files and edit them.....

on the otherside i would like these files to be viewable on a users profile.....


if i could get some pointers about how i could go about doing this, that would be great. i see alot of products here that could be adapted to do something (like) this but i would rather something simple and less bloated....
