Is there a hack that does:

When a user uploads an image via attachment manager, the image jpg, gif appears embedded in the thread with [img]urlofthenewattachment[/img]

is there one?

Too some extend you can already control this with standard vBulletin. See:

AdminCP->vBulletin Options->Message Attachment Options->View Attached Images Inline
